Canie, that is perhaps part of it. I don't think "corrupt" has been the problem as much as "ineffective" over the last few years, although farther back corrupt would be accurate (Papa Doc and Baby Doc Duvallier). I barely know what I am talking about here. The problem now is that a lot of money has been pledged, but little delivered, for reconstruction. Soon after the earthquake the news said 12 Billion $ was pledged, but at the 6 month anniversary the news said $5 billion. Of course, Port-au-Prince is at a high hazard for another quake even closer to the city at any time over the next decades. So, they better get construction right this time.

At the meeting in Santo Domingo, Dominican Republic, there was a presentation that Dominican republic construction was very similar to Haiti's. And, the second largest city, Santiago, is built on the northern left-lateral fault, which slioes a little faster than the soouthern one that passes near Port-au-Prince. And, a (USGS?) trench suggests the northern fault there has not broken in 800 years. And, not only is the city built right across the fault, there is a (deep?) sedimentary basin on which the city is built.
