I don't think the choice of Skywise's words is as critical as realizing EQF (1) collects his own data, meaning either he runs a global network (unlikely) or he is predicting global earthquakes based on measurements in just his own neighborhood (downright silly) and (2) considers revealing his data not essential in communicating his methods and their purported success (as Skywise says, not science.
