It's the same old story. Any two random signals will sometimes correspond.

Shan is looking at shadows on a wall and noting sudden changes. From this he assumes the earth bobs like a cork when a quake is coming.

EQF is receiving em signals of some sort and comparing them to quakes with similar characteristics. Since quakes happen where other quakes have happened in the past, eventually there will be another quake there too.
