OK. I guess the problem is weak columns. Also, someone was talking about filling in between the columns on the first floor with cinder blocks or cement of something and that this makes the 8 foot-tall columns behave like 4 foot columns (maybe it is flexibility? I don't understand this).
There were other problems in cosntruction, many of which were on the news/on line.
