Hi All. Thanks a bunch. Now I remember who the author is. His name is Stephen Dwyer. He is a geologist in southern California.

He is the person who got a petition dated September 22, 1996 to shut down the San Onofre Nuclear Power Station. Stephen Dwyer requested that the Nuclear Regulatory Commission take action with regard to the San Onofre Nuclear Generating Station .
