How about instead of making the entire prediction available, just offer
a general area that the prediction covers (described by the predictor).
Like "A prediction for the S.F. Bay area - May 2001" in other words
some kind of title for the prediction. Then Don could still go to his
instruments and see if anything is happening without the panic or
liability issues.
