I suspect that M3 quakes in Romania are pretty common and only larger quakes are reported on the US NEIC site. There are plenty of earthquakes that are not on plate boundaries but Romania is not a good choice because they have a subducting slab there I'm pretty sure and they have large quakes associated with it. Not quite sure what the slab is doing there but the alpine-tethys region was full of little oceans/seas that closed over the last 100 million years.

The other obvious comment follows Roger's evaluation: you make numerous predictions with vague parameters and some are going to be correct, and it is still not significant.
