question for Roger: global phase data

Roger or anyone else who knows about Phase data,

A professor and student here are about to buy a CD of global phase data for earthquakes from about 2000 to as close to present as possible. The may especially be interested in China. The Prof says that NEIC is not as good as:
ISC (International Seismological Center), where I suppose they are buying the CD.

Is there a web site besides NEIC where they can download such data (for free)?
