Just a notification or record of events that took place

No. A formal earthquake warning was circulated to researchers and disaster mitigation personnel around the world on March 18, 2009. It said, "Start watching for a significant earthquake." The warning included as much possible location information as I could come up with at that time. The earthquake I was expecting was probably the extremely powerful one that occurred in Tonga on March 19. I am still evaluating data for the EM signals, the earthquake itself, and its aftershocks.

My original post to this board was just a notification to people that a formal earthquake warning had been circulated.

It is my expectation based on past experiences that the EM signals might have also been pointing to a second significant earthquake that could occur in the future. However, that one would be expected to generate additional EM signals. And a new warning would be circulated for it at some time.

I don’t make the rules regarding how the earthquakes are triggered and how they generate EM signals. I can only report on what it looks like they are doing and then try to use that information to forecast them.
