The problem with this I have is that the predictor has no way to know what the definition of Japan is, and if they don't know what area that includes, they sure the heck aren't going to be able to be comfortable making a prediciton under the "program's" definition of Japan ....

There has to be some for humans to know what area is defined by Japan ....
