Canie, below is a link to a study Dr Hathaway did
back in May06. He works for NASA-Marshall in their
solar physics department. It may explan why the sun
is late in starting its next cycle. Also it indicates
that the next sun cycle may be a weak one.

As for the drop in temperate this last year, some scientist
are attributing it to El Nina.

NOAA was suppose to update their solar prediction by
now...I'll see if I can find it.
