The examples you give (HAARP, space lasers, etc.) are of attempts to change WEATHER, not climate.

And scientists with expertise in the fields of climatology and geophysics, etc., are in pretty darn good agreement that anthropologically-driven rates of greenhouse gas emmissions are certainly sufficient to cause changes in climate. And, overall, any change to such a finely balanced system is going to be bad. Human societies and animals have evolved physically and behaviorally for approximately the current climate conditions.
