It's just the time-honored tactic of opposing any plan proposed that would cost their corporate constituency with a shotgun approach of throwing stuff at the wall to see what sticks.

Maybe I didn't read it carefully enough. Where does it call for doing anything at all about global warming, or even admit there is a problem here?

This quote: "All of this helps explain why so many in Congress are so enamored of "doing something" about global warming." seems to me to directly call concern about global warming overwrought, minimizing the problem.
