the faults feel stress - I am not sure what is this distinction you are drawing between gravity and loading. The change in water depth affects the stress, the solid Earth tides affect the stress - in modeling the effect on earthquakes, we just total all the relevant forces that we can calculate and reduce it to Coulomb stress to see what matters.
