I'm assuming that the flash was transformers/wires arcing and not anything mysterious: the delay is the time for the S wave or surface wave or whatever to arrive (although I don't know distance and so don't know expect time).
There is some literature on precursory earthquake lights, but I doubt that this is the case here.
