From all the reports I have read so far, the underestimation is of the extrodinary lengths some people will go to to get close to or torment an animal in a zoo. The police have started an investigation most likely due to some evidence that at least one of the people was in an area not open to the public. The news seems to rush to the assumption that someone else was at fault, not the victim. I hope the real truth comes out before all zoo's are labled dangerous so people watch the news that evening.
