Bob...how about neither? By definition you have to have more quakes to end a lull, but in the past few years (and maybe decades) these quiet times are not followed by a large quake...which is not to say you can't have a large quake...just that there is no reason to think it more likely.
What may be more interesting, at least to me, is why California seems to quiet down for a weeks or so. With the number of quakes involved, it should average out a little and I find it odd to see such quiet periods. But, looking at the map right now: it looks very average: I'd dispute it being quiet now....maybe few 3s.
