They are developing realtime warning systems in Japan, one plan is to send notifications over cell phones. In theory, it is easy to quickly figure out the location and magnitude of earthquakes and warn some of the people before the strong shaking arrives.

This one, however, can only measure whether it shook, as opposed to listening for a broadcast.
