I've not been looking at the Pacific Rim seismicity, so I don't know how many or where the events occurred. As I'm sure you know, clustering in time is a natural and expected part of random processes. So, inasmuch as there is no acceptable common cause (mechanism) that's been proposed, I would think your default opinion would be that they are just that - random.
