The quotation was from Condon, but not from his site. I appreciate your defense of Condon, and also your healthy skepticism evident in your post above.

I would note, however, that neither the fact that Jack Dea has "looked at [Condon's} line of thinking," nor that it is not new, offer any support at all to the legitimacy of Condon's research.

Your post did persuade me to visit his site (geo-seismic-labs.org), where I found an eye-straining assortment of very poorly-explained (i.e. - not explained at all) charts suggesting correlations between something and something else, and repeated requests for donations. I did find the following, which pegged my bullshit-o-meter:

"The Plate Boundary including the western edge of the (ECSZ)
Eastern California Shear Zone is the interface for the transmission of
Infrasonic, or (AE) Acoustic Emissions. Secondary faults are the handshake
lines, which handle the nucleation of the stress..The data lines are the
harmonics, which indicate the severity and the approximate lattitude of the
location by having a different amplitude and frequency for each of the specific
harmonics in the infrasound spectrum".

He also stated as fact, without providing any support, that animals can sense "an increase in the level of stress before an earthquake happens". Since this subject has received so much attention, without any convincing confirmation, such an assertion seems very unscientific.

I doubt that he has any scientific credentials at all. Your defense of him seems to center on the fact that he is doing research. And I agree that little harm is likely to result from doing research. For me, though, one visit to his website was more than sufficient.
