Michael,
The laws delegating responsibility for earthquake prediction in the U.S. are
Section 202 (a and b) of the Disaster Relief Act of 1974 and the reauthorization
of the Earthquake Hazards Reduction Act of 1977 issued in 1980.
I am not a lawyer, and would suggest that you get a legal opinion on the
legality of issuing public predictions before proceeding with your EPR.
