By making test predictions, labeled as developmental and not to be considered official predictions.

Normally I would expect someone to make a prediction, see how it turns out, adjust the method accordingly and try again.

I would NOT expect them to adjust midstream until they had a working method and knew that if certain things happened, changes would be needed.
