There was a big tsunami in 365 (date from memory, I may be a year or two out) but that wouldn't cause a city to sink, and the earthquake was quite distant anyway. A more likely explanation is gradual subsidence due to the weight of deltaic deposits.

BTW This is a totally different situation to California!
