I would think a large s wave could bring an already stressed fault closer to rupture, ala Landers/Big Bear. In this case the coulumb stress increased, but Big Bear did not go for a few hours after Landers. It was odd, because we felt Big Bear much more than Landers. I think that had to do with the direction of the of the faults.
