Hi Dennis. I’m not really sure why the two day limit. Although the evacuation of the coastline would most certainly take at least that much time. The lost of business is most likely another reason.

I learned of the two day limit from one of the documentary films about the Kobe quake. There are six people who have the task of predicting the Tokai quake. They are known as the “Wise Six.” They meet once a month with the media to report the status of the Tokai quake.

The other thing I found is that this quake is the only quake that has laws specify drawn up for it.

Not to long ago there was some controversy as to the location of the next big quake. There are some who feel that next big one will be in the Kanto Plains area. This is the location of the 1923 quake. This controversy started after a strong quake with a magnitude of 6.0 struck the Izu island chain off of eastern Japan. I think this was in 1996.

Those charged with the task of predicting the next big quake are playing it very close to the vest. The government is not too happy with this, but they feel they haven’t much choice. They know that a wrong prediction would not set well with the public. I suppose the economic lost both in Japan and abroad would be great. Of course they know that when the quake does occur the economic lost in Japan and abroad will be great. I guess they feel they don’t need to compound that with a wrong prediction.

I suspect that the Kobe quake has had some influence in the decision making. I understand they still haven’t fully recovered from that quake. Take Care…Don in creepy town.
