Where establishing credibility is concerned, I wouldn't trust anybody too far. Government scientists are human too and if all you want is a board where people can say "Ooooo! I got THAT one..." after the fact, all you're gonna see is the hits.

How about broadcast email? Set up a grouplist by registration only. Everybody on the list gets all messages.
