Nonsense. If we knew exactly what causes quakes (and we have a VERY good idea) we still couldn't predict them because we don't have enough information about the current state of affairs. The weather is a good example. We know exactly what causes the various weather phenomena but we still can't predict it very well, and there we have a wealth of information, so much so it takes a supercomputer to handle it. We have practically no information on the current state of the innumerable tectonically active regions.
