I am active in my library professional groups. The EPA library issue has been on the front burner for well over a year. Letters have been written, personal contacts made and still they have continued to close libraries. While EPA has said they will make the information available to the public in digital format their promises have fallen far short of reality. Even their own scientists have complained. Documents, often one of kind, are no longer available to anyone. If I remember my numbers correctly (all the figures are in a file at work) $35M was used to set up the system and they are saving $2M by closing. They have sold really good library furniture surplus for pennies on the dollar. Some Demos in Congress are starting to notice this issue and asking questions. For the KC regional library it is too late.
