Yes, Savage (Jim?) is a person. He has done geodetic work all over California; for example, the eastern California shear zone. But, I don't know what "Savage type backslip" is. Your link is to an extended abstract, perhaps related to a conference in Japan (from the web address). In regular abstracts, you normally do not reference. In a regular paper, you would put a reference with an obscure thing like "Savage-type". This extended abstract was probably not reviewed...there is a mis-spelling in the following sentence. Because they say there are several mm/yr of slip on the Sierra Madre fault does not make it true now. The Argus GPS work (Argus et al 1999 and Argus et al 2005) have the shortening southwest of the Sierra Madre fault, in its footwall (beneath it. So, the faults being loaded are probably the Puente Hills thrust and faults beneath it, including the one whose upper edge is offshore that I am working on. On the other hand, someone told me they don't believe the Argus et al analysis, but it did not stick, or we did not get to, the reasons for this opinion. I'll have to email that person and ask again.
