The latest locations may be good to 1 or 2 km in absolute location and with errors as small as 10-20 m in relative location, but the preliminary ones may be fine. We'll never have the ultimate accuracy, we always need to take uncertainty into account. Lying? Where? The relocations are simply finding the best answers with available techniques. Better locations take more human intervention and can be more of an art than a science in the limit.
