I see a definite need for it here. I currently have a program which uses it's own database of quakes from 1900-2000 to do searches by circles or rectangles. And can be updated with NEIC data. All that's needed is some additional logic for best fit; search the general area, use the output to select the closest. Probably would need to decide whether near-small is better than far-big and such....
