While I understand your desire here, this scheme would be a nightmare to score in terms of getting the seismicity of an area.

Consider the case of someone who predicts a large quake at a certain point, that point being 500 km from a highly active region. His large quake never happens, but he gets a partial hit from a small quake in the active area.

Bogus; he didn't predict a small quake there.
