I agree that the codes are to minimize deaths and that there will always be crooked contractors - I just am being kinda pollyanna in wishing it could somehow not be that way (the crooks) - or that at least, for those worst offenders, karma be in swift action.

I guess the other side of the coin is that if its your time 'to go', its your time. One comment from a friend of mine when I related the India quake was: Thanks, Canie. How sad, well perhaps a lot of people were ready to go And as I understand it that's the way a lot of people view things in the Moslem, Buddhist, and Hindu communities.
