I'm not sure I understand what you are saying. Are you talking about the Mendacino Triple Junction? (the Juan de Fuca) and the Cocos plate in Mexico/Central America? That they have activity along the subducting area and nothing along the transform boundary? I think there is a lot of stress at the Mendacino Junction considering plate motion.
