The first place to begin checking out the problem would be the water's source. If it is from wells in the area, something may be going on. If the source is the canal or MWD, then someone needs to hound them for an answer. The article did not say anything about taste or smell or if on standing, the water cleared up. If her skin is itching, I would have the water analized and go from there.
