Yes, but ... At least the residents are given a choice in the matter, and that sense of control is often what is so unfairly denied the public. If the means are in place to warn populations of major disasters, I think it is immoral to deny the public access to those warnings, especially when the impending event is sudden, such as are earthquakes. The official reaction of assuming everyone will panic is a proven fallacy, as Don's post on disaster warnings shows. Yes, some will panic even disrupt evacuation or safety protocol for others. But others will batten down, prepare, and be greatful for the choice they have been offered. Just my 2 pennies. Cathryn
