I see you had a look around some of my favorite spots. I'd like to add to it that the City of San Leandro offers free brochures that are very informative which comes with a floor plan so you know where the bolts are to be placed. This plan has been replicated in Berkeley, Los Angeles and some other cities.

This program is on a city wide basis where the cities waive the building permits for earthquake retrofit, have a class once every quarter given by the city engineer and then they have drawings sponsored by local hardware stores to promote attendance.

Its out there,you just have to look for it. The CEA had a retrofit budget earlier this year for single family homeowners, but as far as I know the program has ended for this year.
