The M6.5 - 6.7 Bam, Iran earthquake killed some 40,000 to 50,000 people. That same month, 2 people were killed in the M6.5 San Simeon quake. Obviously population density in the meizoseismal zone is a big factor, but building construction probably ranks even higher. The typical post-1970 wood-frame dwelling in the U.S. is remarkably earthquake resistant.
