I think that emotional content should always override gramatical correction.

Sometimes it is done for emphasis, or to convey the authors' feeling, if I remember my rhetoric teacher from CAL correctly.

( although I am not a member of the 'Punctuation Police' so my POV doesn't carry too much weight. )

I actually didn't see it until you pointed it out, I guess I was in the emotive zone!
