The State only investigates people against whom complaints have been filed, which included geoForecaster and KB, and no others that I know of.

I'd be surprised if someone complained about Jim, he doesn't charge for the predictions, he's too smart for that. His predictions cover enormous areas and many days, and he just says quakes should be more common than normal, not that a particularly damaging one is coming. His newsletters and boards have much more than just his predictions, so he can accurately say the money people pay is for other stuff.

Scientists' main objection to Jim is his constant overstating of the effects of tides on earthquakes, and distortion of highly selected data, not to mention constant insults of "High Science", but this country has freedom of speech, so long as one doesn't yell "Fire!" in a crowded theatre.
