A man who is a seismologist in Greece who posted on another web site told me that VAN did at last achieve some level of success at the end. Their greatest problem area was in Attica in the northern region where there were too many faults. In the East Bay Area we have too many faults too, so isolating one sometimes is difficult, though the area is easy to identify.

I don't have access to science libraries, so its hard to me to locate or secure the papers you're talking about, I think. I'll check a the Garden Gate and see if anyone is home.
