I don't agree with this. My stance is that each prediction should have soft edges where those soft edges should be agreed to beforehand. For example, somebody issues a prediction for an M6.0 - M6.8 to occur within 50 miles of the coordinates of Los Angeles within 3 days. Instead an M7.0 occurs on the 4th day at 75 miles from the coordinates of LA. Techinally it was a miss, but was it really a miss? I don't think so. Especially if somebody can do that consistently.
