Is this book about prediction or about the government's lack of proactiveness to save us in event of major quake?

Don't make John, or anyone else on this board responsible for the govt's misdoings. Every post above that questions the prediction side you are retorting with what is the gov't going to do...well if that is your main point, why not write a thesis and book on that rather than prediction where you bring up these defensive side issues.
