I know with the weather we're having it's hard to believe, but it's still
winter. the bird population in the Bay Area right now is still the wintering population.Only Robins and Pigeons are nesting right now. Come March(when you might expect this weather) the spring/summer birds will be migrating in and will be breeding and signing away.
Also, I didn't understand in your first message how Parkfield relates to this prediction?
