turn of southern California: La Conchita

It is southern California's turn today...the radar shows very heavy rain moving in this morning...and some south-facing mountains such as the Santa Ynez are predicted to get 8 to 16 inches...oops...20 to 40 cm....one question is whether they need to move everyone out of La Conchita...where 10 were killed last year, and Ed Keller said much larger part of mountain could come down...I guess one question is whether ground water levels are already high from the previous winter... In 1995 there were floods in Santa Barbara...people wading in the floodwater got poison oak.. Chris
