Michael and Roger, I was arguing against a predetermined time constraint. Also the kind of "reason" was not legalese, but the ability to see when somebody has used probabilistic prediction methodolgy or is practicing parasitic prediction based on aftershock sequences. These two cases are a far cry from somebody who predicts a swarm of activity ten days before it happens. What I am talking about is the ability to foresee clustered events in which the probability is greater for a large quake. Do we limit somebody to a single lat lon, a single event, and a single time? Or is there room to predict clustered events?
