Speaking as a former credit analyst for an international bank, we can use the business metaphor, especially as Shan also seems to be a banking man.

Take someone who comes to the bank asking for financial support. Shan has literally mentioned he is looking for such government support, on his website and on this board. I include, though, support in the sense of asking people to believe that his work is fruitful.

The banker will examine the idea, the market, the business plan, and so on. The financial health of the company will be completely understood before any comittment is made.

Every aspect of Shan's presentation would fail the test. Unverifiable predictions that can change from one day to the next. A method that he is unable to disclose. Results that have no means whatsoever of indeptendent verification.

The bank is not going to support someone, for example, who is developing a perpetual motion machine but will not explain how it works, and will not provide independent verification that his company's profits are already rising on preliminary sales. It would be worse if the guy keeps sending the bank pseudo-explanations, always mentioning that the key components must be kept secret, and the reasons they must be kept secret are also, well, secret.
