Hi Petra. Im not really sure as to why USGS uses an M=5.0 quake as a guideline to prepare for a larger quake. Here is a list of all quakes above M=5.0 that have occurred in the Bay Area since 1950 and as you can see there was only one large quake that occurred after an M=5.0 quake. That was the Loma Prieta quake. There were two of them. One was 15 months prior to the quake and the other was 2 months prior to the quake. There was no M=5.0 quake before the 1984 M=6.2 near Morgan Hill. There was an M=5.8 in 1979 just south of the 1984 quake. That quake may have been sufficient enough to load the fault in the area of the 1984 quake, but I dont think anyone really knows one way or the other. I think it may depend on which fault and where on that fault the quake occurs. I cant help but feel that when the next major strikes the Bay Area it will be without a warning of any kind. It will strike with a bang.
