Cannot Earthquakes Be Predicted?

Hi John & Chris,

Here's a good example of a debate amongst seismologists about methods of predicting earthquakes, which can be a topic of discussion. {John, for the memory test, I read this once 6 years ago and found it in a heartbeat. I bet you'll never figure out what four words in the article I memorized.}

I have three questions:
What is "ambient stress level", see paragraph 4.

Can anyone explain this statement:
"The potentially large payoff that can be realized from a successful prediction? Aceves & Park What payoff? I asked them to explain this statement to me 6 years ago and they did not reply.

Does funding have anything to do with the ability to predict earthquakes today?

Do either of you have an opinion in favor of any the statements made?
