From what I understand (nothing of authority on my part) is that this is basically a visual of their aftershock statements - I think people want to believe it's more of a hazard model or a predictive model and it's not...

I predict: When we do get a significant quake, the masses will holler that it wasn't showing up red on that map before the quake - and that's the end of the public version of the map...
